Combine water and sugar in small saucepan over medium heat.
Stir until sugar dissolves completely.
Add lavender buds, bring to simmer.
Remove from heat, cover, and steep 30 minutes.
Strain through fine mesh sieve, discarding lavender.
Cool completely. Transfer to glass container.
Store refrigerated up to 2 weeks.
