  • Combine water and sugar in small saucepan over medium heat.
  • Stir until sugar dissolves completely.
  • Add lavender buds, bring to simmer.
  • Remove from heat, cover, and steep 30 minutes.
  • Strain through fine mesh sieve, discarding lavender.
  • Cool completely. Transfer to glass container.
  • Store refrigerated up to 2 weeks.
  • Makes about 1½ cups
