In a saucepan, combine water, sugar, and cinnamon sticks.
Bring the mixture to a boil over medium-high heat, stirring occasionally until the sugar dissolves.
Reduce heat to low and let simmer for 10 minutes.
Remove from heat and let the syrup steep for 30 minutes to infuse the cinnamon flavor.
Remove the cinnamon sticks.
